Transforming civil service recruitment through data-driven insights

Government Recruitment Services (GRID)

The Government Recruitment Service (GRS) provides recruitment services across the Civil Service, supporting the attraction, selection, and appointment of talent into thousands of roles annually. To improve visibility, efficiency, and consistency in recruitment reporting, GRS established the Government Recruitment Information Database (GRID) as a centralised data warehouse.
GRID enables cross-government sharing and reporting of recruitment data, allowing departments to monitor vacancies, candidate progress, and campaign outcomes in a unified, transparent way.

Challenge

The initial GRID solution needed to evolve in order to:

  • Ingest additional, more complex data sets across government.
  • Provide broader analysis and more sophisticated reporting for diverse stakeholders.
  • Scale to meet high peaks in demand without loss of performance or downtime.
  • Replace fragmented reporting practices across departments with a consistent, centralised approach.

Our Approach

Apprilis was commissioned to take GRID from prototype into a fully operational, scalable solution. We delivered by:

  • Refreshing the underlying technology stack to ensure resilience, performance, and future scalability.
  • Designing a flexible data architecture capable of handling new datasets and cross-departmental reporting requirements.
  • Implementing dashboards and extract capabilities tailored to departmental needs, ensuring real-time visibility of recruitment campaigns.
  • Embedding Civil Service priorities at the core of the design, particularly around Diversity & Inclusion, ensuring transparent reporting of protected characteristics across all campaigns.
  • Applying agile methods to iteratively develop and release features, ensuring stakeholder confidence at every stage.

Impact

  • GRID has fundamentally changed the way Civil Service recruitment data is managed, analysed, and shared.
  • Departments now have real-time access to recruitment campaign performance, eliminating reliance on siloed, manual reporting.
  • The system supports monitoring across the entire recruitment lifecycle, from advert views through to offers made.
  • Enhanced data insights support D&I objectives, providing visibility of representation across BAME, Disability, LGBT+, and Gender categories.
  • Built on highly scalable software, GRID is resilient under heavy usage, ensuring uninterrupted service even at peak demand.

Key Outcomes

  • A fully operational, cross-government recruitment data warehouse.
  • Centralised, transparent reporting for all Civil Service recruitment campaigns.
  • Improved data-driven decision making for resourcing teams, enabling targeted interventions.
  • Stronger alignment of recruitment practices with Civil Service diversity and inclusion priorities.
