The Cabinet Office Digital team is transforming how the UK Government leverages technology to serve colleagues, citizens, and government at large. Within this mission, the Cabinet Office Briefing Room (COBR) Unit plays a critical role in coordinating national responses to acute emergencies. During the COVID-19 pandemic, timely, clear, and secure access to data was essential to inform both operational decision-making and public communications.

Challenge

Government departments were producing vast volumes of data and analysis on COVID-19. However, these insights were contained across multiple systems, making it difficult to provide ministers and the Prime Minister with a single, authoritative source of truth. The challenge was to:

Consolidate complex data into one accessible platform.
Ensure secure, role-based access across government and wider public sector bodies.
Enable clear, timely briefing materials for COBR meetings and public communications.

Our Approach

Cabinet Office Digital and Technology Team supported by Apprilis were tasked to design and deliver a secure, cross-government COVID-19 reporting dashboard. Our team:

Built a consolidated data visualisation platform, simplifying diverse inputs into a single, accessible view.
Designed and deployed a custom login and verification application, granting role-based access according to user data profiles.
Ensured the solution met the highest security standards, suitable for ministerial and Prime Ministerial use.
Delivered at pace, in close collaboration with pan-government stakeholders, to meet the urgency of the crisis response.

Impact

The dashboard became the primary presentation tool for the COVID-19 Taskforce briefings in COBR.
It was used to brief the Prime Minister directly and to inform televised daily briefings to the nation.
Ministers reported significantly improved situational awareness and confidence in decision-making.
The platform demonstrated how cross-government insights could be unified rapidly, securely, and at scale, leaving a legacy for future crisis coordination.
